Cable Firms Ask FCC to Prevent Channel Blockages in Fee Disputes (Washn)
WASHINGTON-Several major cable companies and a public interest group asked the Federal Communications Commission on Tuesday to prevent broadcasters from withholding signals from subscribers during disputes over transmission fees.
In a petition filed with the FCC, Time Warner Cable, Verizon Communications, Cablevision and advocacy group Public Knowledge said that regulations governing transmissions from broadcasters to subscription-television providers are outdated and warned that last weekend's standoff between Cablevision and Walt Disney Co. will be repeated unless the FCC issues new rules. They also called on regulators to assign an arbitrator during stalled negotiations and require broadcasters to maintain their signals if talks break down.
The FCC declined to comment on the petition. Other signers included Dish Network, Charter Communications, DirectTV and Bright House Networks.

Some residents have pointed a finger at Mayor Michael McGlynn, who awarded Comcast a 10-year contract in 2005 but has since failed to reach a deal with Verizon, despite numerous meetings. On Wednesday, McGlynn said the two parties were on the verge of an agreement but it fell through when the economy faltered.
Comcast's plan to raise rates for its Internet service could have had better timing. The hike, set for April 1, per letters Comcast sent to its subscribers, come just as the Federal Communications Commission is about to release its National Broadband Plan on March 17.
As a run-up to the plan, the FCC and the John S. and James L. Knight Foundation hosted Tuesday (March 9) a Digital Inclusion Summit in Washington, D.C., focused on the need to break down barriers to broadband adoption?with the goal of increasing broadband usage from 65 percent to 90 percent of Americans by 2020.
The irony of Comcast's rate hike wasn't lost on Free Press, which pounced on the FCC's failure to inject more competition in the broadband market.

Charter Communications plans to partner with nonprofit One Economy on a pilot program to provide up to 1,000 St. Louis area households with free Internet service, training and affordable technology.
Charter said it would provide $700,000 in high-speed Internet service, modems and digital literacy training over two years in collaboration with One Economy, community development organization Better Family Life, urban housing developer McCormack Baron Salazar/McCormack Baron Ragan, Habitat for Humanity, Central Bank of St. Louis and Computer Village.

Just after the stroke of midnight Sunday, 3 million Cablevision viewers in the New York area lost their ABC channel because of an impasse by the cable operator and broadcaster to resolve a feud over transmission fees.
And unless an agreement is reached during the day between Cablevision and Walt Disney, the parent company of ABC, viewers won't see George Clooney or Sandra Bullock stroll the red carpet at The Oscars. And subscribers will miss out on some of television's most popular shows such as Lost and Good Morning America.
The negotiation breakdown was the latest in a series of similar standoffs between broadcasters and paid television providers such as Time Warner Cable's dispute with New Corp.'s Fox last year. The Federal Communications Commission has largely stayed on the sidelines of such negotiations. But some lawmakers and consumer groups have urged greater involvement by the agency to prevent viewers from missing out.
